It's relatively safe, but it isn't an especially good way to lose weight and then keep it off. The only way to do that is by regular exercise and a balanced diet (and no, Atkins does not qualify as "balanced). But if you just want to drop a few pounds, and aren't too worried about gaining them back, the Atkin's diet is probably fine.
In other words: It isn't at all recommended.

As a short term jump start to weight loss, it can be. However, the whole premise of the Atkin's diet is to put your body into a ketotic state, where it doesn't break down fats completely and therefore they're excreted. The problem with that is, ketones (the byproducts of incompletely broken down fats) are toxic and can cause kidney and liver damage over the long term. I recommend the South Beach Diet over the Atkin's, because it gradually reintroduces "good" carbs and the high-protein, low-carb phase only lasts two weeks to a month. Also, I have found that a lot of people, even ones who gradually start eating carbs again after being on Atkins, gain back everything they've lost and then some when they go off the diet.

I found the book to be very informative and easy to read.
I've lost 17 pounds in 12 days, I'm just concerned that I'm losing too much weight, too quickly. I will admit I haven't followed the guide exactly. I'm not sticking perfectly to the listed foods and meal plans (but mostly) and doing very little exercise, but the weight keeps flying off.
It clearly works and if I'd followed it exactly I think it would scare the living daylights out of me because of the amount that I'd lose. So thanks again for the information. I've never purchased anything like this before because they are usually full of trash, but 3WD has been a pleasant surprise.

A sensible low carb diet worked great for me, but Atkins is way extreme, to an unsafe level.
