I don't think it's necessarily over. I think you guys should sit down and have a long talk to each other and let him know that you're feeling abandoned. If he is currently not willing or simply unable to fulfill your needs then let him know that you're confused and need to know NOW where the relationship is going. If he doesn't deliver a good answer then basically it's over!

It doesn't sound like much of a relationship. If you feel like you are not getting the attention you deserve, than it's time to split. But if you feel like there is something worth hanging on to, than keep on with the relationship. Things will get better.

If he is ignoring you chances are he isn't interested anymore. You should talk to him, just say that you guys haven't been spending alot of time together and you were just wondering if he still wants to be with you. Just be prepared that he might say he doesn't and if he does that is OK, there will be plenty of boys in your life!

Not necessarily. Talk with him first and be honest. Tell him how you are feeling and discuss ways of improving the situation. If he is not willing to work with you, then it is time to break it off.
