I have had flat hair for years. I know this problem. First of all, let the layers grow out. If you want layers, just layer the front (bang area) Layers thin hair! We already have thin hair.
Next, don't let your hair grow past your shoulders. That's what causes it. And sorry, but you need to buy products! (Isn't there a 24 hour duane reade where you live? LOL)
Here's what you need:
Use a volumizing mousse, don't use conditioner if you don't have to. Next depending on the look you want do this:

STRAIGHT: Blow dry hair not fully, leave a little damp and then use VELCRO ROLLERS!! They add body like you wouldn't belive! Finish with a hairspray for fine hair.

CURLY: After showering, towel dry hair, let dry a little. Now use very small Goody Foam rollers! I use the yellow ones. Leave in for an hour or two and you have great curls that last for days!

shampoo your hair, then use some gel and blow dry your hair upside down, this will add fullness with out it being poofy. if you want it smooth an easy way is to use a paddle brush and take small sections as you dry it it will come out smooth and silky without using a flat iron

Get somebody else to straighten your hair.
Blow dry your hair upside down and straighten from bottom to top by sectioning out your hair.

well heres your answer for the neck part the reason why it flips out it bc your shoulders are curved and your hair lays on your shoulders[i have the same problem] you hair has to grow past your shoulder for it not to get that flip and for your chin same thing it just curves in.
:]
i dont know if theres products for it.

a quick fix, since you don't have time to buy any product, would be to flip your hair upside down, ruffle it a little bit, and then flip it back down..it should be more volumized, and if you want it to stay that way spray it with a little hairspray..but it won't stay like that all day without product, sorry :(
