Truly, if she can prove that no child was present, then no one had the right to give her that ticket. However, if she cant prove it, then oh well, sorry.

The sign should answer the question for you. Here in Florida, school zone signs state specifically "15 MPH from x time to y time Monday through Friday," and the sign has a light on it that flashes during those hours to get your attention.
If the sign isn't very specific (while children are present, well if all of the children should otherwise be in class, it can be argued that no children are present), and the court date is a few days out yet, what she could do is go back to the area in which she got the ticket and take photos of the area every day at the same time she received the ticket with date/time stamp to illustrate the point that no children are in the area during that time.
Tedious and time consuming, but it could help prove the point. Usually, it's better to play it safe than sorry and take it as a lesson learned. Ambiguous laws and wording of those laws will get you every time.

go to dmv webpage and look up school zones, but in general it would be aprox. 7:30 a.m till 4:00 p.m regardless of a child is there or not because they can pop up out of no where. watch for children it could be the life of your own you save.

well the sign normally states 20 MPH during restricted hours which are usually 8am-4pm school days... read the sign, and tell her to follow the speed limit and she won't have to contest

last I heard it was school hours, so I think that's about 7:30 to 4 M-F

well in Texas my school zone laws are from 7am-430pm on school days. Regardless if children are present.

It means any time kids are around and any time that you imagine that kids are around. No matter if you don't see them, all you have to do is imagine them.
