Is the construction rustic and natural, or is it white, maybe Victorian style? Are you talking about decorating for Christmas, or just decorating in general?
Tiny white lights strung around it would be a good idea. This would work not only for the holidays, but all year round.
If decorating for Christmas, pots of pointsettias would be nice. Otherwise, pots and planters of hardy, big-leafed plants for a rustic look. For your Victorian gazebo, big Boston ferns and pots of old-fashioned flowering plants would be nice.
For a rustic gazebo, try a bench or chairs with a similar "feel" -nothing delicate or spindly-legged. Add some throw pillows in rich jewel tones - deep blues, greens, reds, etc. Look for a nubby-textured fabric that is thick and sturdy.
For a Victorian gazebo, go for white wicker with floral cushions, or maybe candy-stripes in luscious colors.
For Christmas, try throws and pillows in reds and greens with some accessories here and there. For a traditional look, go with Santas and Snowmen; angels would be perfect with your Victorian look. Maybe pink pointsettias, too.
I'm getting carried away here, so without knowing exactly what type of decorations you are seeking, I'll stop blabbing and hope I've mentioned at least something that will be of help.
