Poodles are extremly smart breed dogs. There is hope. You refer to this dog as a puppy. That in and of itself could be the problem. Crate training is the best possible way to train a dog for this purpose. So many people see this as inhumane, but believe me when I tell you, most dogs feel more secure in a crate anyways. The only thing is that you need to take the time needed to do this properly. You really need to dedicate yourself to crate training. That means taking about 2 weeks off from work or school or what ever. That's where most people back out of crate training. Think of it as an investment that will pay for itself 10 fold. Do your research in crate training. There are books out there on this and you can always ask a vet. Speaking of which, just make sure the dog doesn't have a uti. Good luck!

Leave him outside. Kidding. You probably just need to reinforce the good behaviour and discourage the bad. Maybe the trips outside aren't frequent enough. Small dogs always seem to pee a lot.

Try some amonia and water mix. 50-50 mix in a spray bottle, squirt it in her face and correct her verbaly when she does 'wee' in the house. The smell of the amonia is roughly the same of the alpha-males urine. It is handy for house training and correction.

What worked with my dog is every time he starts to go in the house I would pick him up mid "go" and put him outside. He got the idea pretty quickly that he was not to go in the house.

when the dog starts to relieve its self hurry and bring it out side after a couple of weeks it will get the concept. Trust me on this I have worked with dogs my whole life.

I'd suggest an obedience class with a good trainer. That way, your dog'll learn basic commands and learn how to be around and be social with other dogs.
