aWhen a person is tipsy they can still remember the stupid thing they did. When drunk, they forget.
A tipsy person is a drink away from that in most instances. Then there is really really drunk. Those people, for some reason should have passed out, but by the curse of the devil keep on being capable of walkingtalking and breathing. These people defy all scientific data about alcohol poisoning, usually endanger other people's lives and wake up with no memory of the entire night, so they don't even have to go to mass and ask for forgiveness.
Then there is the mean drunk who all of the sudden is an expert on your issues.

Tipsy is when you are just starting to feel the effects of alcohol and you are having fun and can still function and walk and talk.
Drunk is when you slur your words, see double, stumble from side to side when you get off your seat, puke and then pass out.
Tipsy always comes before drunk!

I'd say tipsy is starting to get drunk (kinda should stop before you "get ahead") and drunk is all the way over.

Tipsy, is the sometimes silly, relaxed feeling you get when drinking, it is sometimes referred to as a "buzz." You feel the effects of alcohol but, only mildly.
When you are drunk, you are very much feeling the effects of alcohol. Your inhibitions are totally out the window. You will do things you would normally never do. Some people get very sleepy or very angry, others act ridiculously stupid.
At any rate, regardless of being tipsy or drunk, you should never drive. Your ability to drive can be severely impaired even if you are only mildly tipsy.

I think it depends on your up-bringing, income, and social status. One of a higher breed might say "tipsy", one of a lower status is "drunk".
