A dermatologist isn't THAT expensive... at least not at this stage. He/she will be able to help you, and is a lot less expensive that paying for counseling and plastic surgery later!!!
You've already spent as much as that doc visit -- and the meds might be covered by insurance.....

First of utmost, make sure it is not the shampoo, conditioner, soap or lotion. See if she started using anything new when the acne started. Also, if she wears or applies anything on her face such as powder, compact, etc. make sure that she is not using the same one. Any accessories used for makeup should be cleaned often. I cannot tell you how many times simple changes such as shampoos or makeup can cause acne. no matter is you use an acne cream, as long as you continue to use the same products, it will not go away. First make sure you check everything thoroughly before you go buying any expensive creams that could maybe make the acne go away but could dry and damage the skin. Some things are too harsh for young children. As your daughter gets older, her skin changes, her hormones change and products will affect her differently from one day to the next. Ah, yes, the inescapeable curse of teenage acne...such fun...I am 17 yrs old and have had more than enough of acne problems. But a couple methods Ive tried and still use are...this is gonna sound silly...LemonJuice! A cheap and natural alternative to those skin-drying ointments and creams. Theres several ways you can use it, but if your daughter is allergic to lemons...well...dont do this.
1- Drinking it - not too much to get you sick (as doing that will give you...for lack of a better word, The poots) but just a teeny bit every day will gradually help with acne.Trust me, i drink lemonjuice every day and my face is sexy and smooth, i still get the occasional mountain on my forehead, but those usually are unavoidable.
2- Putting a small bit of it on your afflicted areas, This can burn very badly and i reccomend using it as a last resort, and dont get it too close to sensitive areas (wounds, eyes, ect.) because that will end badly, trust me, i did it one day and my eye was red for a whole day after.
Note: use real lemons, not juice from concentrate, because it dosent seem to work as well.
Another method i use is washing with natural products with tea tree oil in them, it works evey time. i Cant say why, but it does.
Go to WebMD for more ideas, also, a good book for just about any home remedy is The Home Remedies Handbook. (its a little old, but you could probably find it for cheap at amzon or barnes & noble or ebay or something.)

You really should take her to her doctor or get a referral to a dermatologist. A doctor will be able to prescribe medications that will be more helpful than the things you have tried already. My brother had severe acne, and my mom insisted that he just wash his face twice a day and bought him tube after tube of clearasil. His face is pretty badly scarred from his teenage acne. If she had just taken him to the dermatologist, he may not have the scars that he has. I had really good luck with Retin A and with Accutane, but they're only available through a medical doctor.
