It's the "Flying Spaghetti Monster", the god of a parody religion, Pastafarianism. It's a demonstration of how weak the arguments for the Christian God and Intelligent Design are. For example, you can say that no one can disprove God, but no one can disprove the Flying Spaghetti Monster either. You can say that just because someone hasn't seen God, it doesn't mean that he doesn't exist; you can say the same thing for the FSM. You can say that God exists but not everyone can perceive him, only certain people can; you could make that exact same argument for the FSM. The point of the religion is to prove that the arguments for God really don't amount to much in the broad scope of things.
