Adobe Acrobat Reader - is a freeware windows program designed to only view their PDF files, a popular format to author documents in.

Adobe Acrobat - refers to family of software for handling PDF files you can buy from Adobe. It includes Reader, and various other applications for converting and creating PDF documents.

It is kindof confusing, the Reader program itself, by far the most popular part, is often referred to just as "Acrobat".

No they're not the same thing. Acrobat is Adobe's PDF authoring program, whereas Acrobat Reader is only for viewing PDF files and not for creating them.
