On your skin..no, in your blood stream yes lol...basically meaning that you cant get the illness unless it gets your blood stream..trust me, SO many people have done it by mistake possible (got ink on them by mistake) that if your statement was true it would be something probably strictly warned or kept out of some places.

No. It can't. She's probably just telling you that because the ink all over your hands just looks stupid. I yell at my son for the same thing. BUT, if you really like doing it, do some research on henna and mehndi. It's a creative outlet and looks better than a bunch of smeary ink..

Other than looking silly, there are no ill health effects from writing on your skin.
Hint: buy a small note pad for doodling.

no i am a nurse and write on my hands and arm all the time in an emergency situation when there is nothing else! tattoo,s don't hurt u. so don't worry about it.

yes eventually and if u do it every day it increases your chances of getting skin cancer. there are particles in your pen/sharpie that are radioactive particles.
the particles in pencil lead a alpha particles and a sheet of paper can stop the passage of alpha particles to your bloodstream. the particles in pens are beta particles, however, are beta particles and are stronger than the alpha particles. beta particles can permeate your skin and enter the bloodstream over a long period of time. gamma rays are the strongest radioactive particles and only a solid 12 block of pure lead can stop them. so just be aware of the fact that yes you might get skin cancer or ink poisoning from wrinting on yourself too often. but check it out on the web or ask your doctor just to make sure.
