When you are sure that it is true love, and those feelings are reciprocated. Don't put those magical words out, and get angry when they don't come flying back in your face. Just be careful not to wear your feelings on your sleeve.

You should say it only when you mean it. And about how often, you shouldn't oversay it, because it makes it less special. Say it every once in a while, when you're really feeling it. Once a day at most.

Most importantly, say "I love you" only when you mean it. Those 3 simple words can be pretty powerful from my experience.

You can say I love you when you feel right saying it. But remember I love you is just words Your emotions and actions will say how much you truely love that person
