Actually my friend is in this situation but i think a note or just going up to him after school talking for a while then telling him is the best way.

Flirt with them then they'll know that you just want to go out and not enter a relationship cause when you become serious and stuff, some guys might interpret it as you wanting a relationship

Write that person a letter/note if it is to hard or uncomfortable to tell them in person

You can play truth or dare and ask them if they like you. If they say they do say "well i like you too". good luck ive been in the same situation and it worked for me!
