I'm guessing you are referring to a 'traffic stop'. What they are looking for is anything that leads them to thing you are up to something illegal. If they decide they want to pull you over, there are many reasons they could use. If you are exceeding the speed limit (even by 1 mph) or fail to come to a complete stop at a stop sign, you can be stopped. 'Equipment violations are also common. Are you certain ALL of the lights on your car are working properly? Is your license plate clearly visible? Even if your car is in perfect condition, and your driving follows the letter of the law, someone may have reported a vehicle similar to yours near the scene of a crime. In short, if they want to pull you over, they can probably find a reason.

Your talking about the validity of a traffic stop.
1) Check to see that you have a valid drivers licence
2) Check to see you have valid registration/ proof of insurance
3) Check the mechanical safety of the vehicle on the road.

These are the three basic reasons to do a traffic stop. Although if you are swerving all over the road thats a safety issue and possibly the driver is impaired...This is another reason on top of the basic 3. The list can go on if the driver is caught in the act for doing something in contravention of a statute. Such as speeding per say.

*please note* this is applicable to Canada and cannot vouch for other countries.

Hope this helps

Typically, In town driving with brights on, cars that may be speeding or going too slow, loud music. Cars stoping at stop signs for extended periods of time, lack of using blinkers or delayed reaction time (because it may be a sign of driving under the influence) Vehicles in industrial districts stopped, or driving slow. underlights. for the most part they look for vehicles that are hazards to others. Also if you are stopped at a gas station and a officer is there the behavior of the passenger and driver may cause you to get pulled over later... loud conversations, yelling at passing cars (friendly or not), obnoxious behavior, or showing signs of paranoia or nervousness, leaving the gas station without purchasing items or leaving abruptly after a officer pulls in or stops there.

Same as day time, anything out of place, any law being broken. Yes, they can pull you over just to check you out. For example, a white 98 Chevrolet is suspect vehicle in a recent robbery, and you are driving a white 98 Chevrolet.

Or you have rolled through a stop sign. Or someone called in on a cell phone to report you appear to be impaired, or one of your lights is out, or you didn't use your turn signal...or...you are cruising in a neighborhood known for drug sales...or...

They usually pull people over for one of two reasons: A) They are committing a crime or B) They fit the description of a wanted criminal and they intend to catch them.

Who'da thunk it? Policemen actually try to catch criminals!

Drunks... mostly.... Usually it isn't hard to find a reason to pull someone over... Actually they have to ignore most infractions or they would be doing nothing else.
