Has anyone bothered to find out how much all this is going to cost?
i'm a foreigner.
I'd like to know..

It means, 'Are any of you thinking that all of these things you are going to buy will cost a lot of money'?

In this country people like a sum of how much things cost or to keep track of prices before check out at register.
You go to grocery store and buy ten items...you have so much money on you...you can either estimate the cost of each item then add all costs together before going to register.
We do not barter at retail stores unless there is a reason like floor model and everyone has turned knobs and it has been used or small dents that will not affect the performance. I hope this helped

The sentence is clear on its face. I don't know what is unclear about it. If you want an interpretation, well, it means somebody went ahead and did something without thinking first how much it's going to cost. Like walking into a car dealership and buying a Mercedes without realizing it's going to cost $40,000. It's good to know the price of something before you commit to buying it. Or on a geopolitical level, I don't think the U.S. administration calculated that it could cost a trillion dollars and the loss of thousands of lives to invade Iraq. If the U.S. administration had presented the issue to the public in terms of, hey, we want to invade Iraq, but it's going to cost taxpayers a trillion dollars, I highly doubt the U.S. would be in Iraq now.

It also means: Has anyone taken the time to investigate. . . ?
Finally, in it's shortest version, it means: Has anyone found out how much this is going to cost?
