In order for a suction cup to work, it has to be able to form a vacuum. For this to happen, no air can enter under it, so the surface has to mate exactly with the edge of the cup.
If the surface is extremely flat and smooth (like glass), then a good vacuum will be formed.
If it's rough (like brick), then there are too many "channels" for the air to pass through and no vacuum will form.
Also, if the surface is smooth, but is air permeable (like foam or cloth), then it will let air in through the vacuum surface and the cup won't stick either.

Hi. The surface must be smooth and non-porous. Glass is good, cloth is bad.
