Is it same between "top-drawer" and "top-notch"?
it looks like similar.
this is this special of "drawer" or "notch".

Those terms are often used interchangeably, just depends on where you are from.

They have the same meaning. But "it isn't the same between" them. Your English is terrible. Your question really should be, "Do these two expressions mean the same thing?" or, "Do these two experessions have. . .?" If you're in school, work harder in English. If you're not, go back to school and work on your English.
