I need to know what the BEST free photo editing program is that I can download. I have Picasa but it just doesn't do much for me. You can only adjust lighting, crop, etc. on it. Pretty much just basic stuff. Is there any photo editing program out there that has all the tools and things for free? What would you say is the BEST photo editing program out there? Keep in mind--it has to be something I can download *legally* for free. Thanks!

Photoshop is not free.
However a work-alike called Serif PhotoPlus6 IS available for free. works great and does 90% of what Photoshop does.
