All states have property taxes and it's the number one source of money for local governments. Cities, townships, counties, school districts, and any other jurisdiction has the right to initiate property taxes. The states only plays one role in the property tax process, and it's to specify a maximum rate on the market value of a property as the legal standard for local assessors to follow. Local assessors than determine the value that will be taxed. In some states, low income residents who can prove low income status can qualify for a property tax break. Forty states provide property tax credits or homestead exemptions that limit the value of assessed property subject to property taxes. In addition, all 50 states have tax relief programs that can help lock in the assessed value of property once you reach a certain age, or if a homeowner moves or dies. In the end, the taxes have to be made. Some counties and municipalities have their own property tax relief plans.

I don't know of any.

As the previous answerer pointed out, property taxes can be levied by county/parish governments, regional authorities, school districts, etc. Even if there isn't a state property tax, there are likely to be local property taxes.

Property taxes are popular because the cost of collection is low, and they don't vary due to economic recessions.
