Every child learns at their own pace. If the child knows how to walk but is REFUSING to that is a different story. It is a little unclear in your question as most toddler's know how to walk.
Children that refuse to walk are just exerting their independence and their needs. They believe that if they whine and cry you will drop everything and carry them to their destination. If you find that saying no is too tough, then try to always have full hands so you have the excuse of saying I wish I could hunny but My hands are full.
If the child doesn't know how to walk yet, then the best thing I found to work is to find something new (not a toy) and flashy that the child has never seen before. (Cell phones that play music work great for this.) Place the object across the room and let the child discover it. They may crawl over to it to start then pull themselves up. When they reach the object show them how it works then move it again to the opposite end of the room. Eventually, they will begin to think damn if I could just walk to the thing I'd be there already and then THEY SUDDENLY start walking. Keep your own frustrations low and remember to switch out the objects often. Try not to coax the child, let him or her find it themselves. If after this new and never before seen object the child still shows no desire to walk, contact the physician.

Let them walk when they are ready. Kids walk at varying times. Our girls started walking at about 11 months and our son didn't walk until he was 16 months old. They are all normal adults now and all did well in school. Our son has a masters degree. Albert Einstein didn't walk until he was 15 months old. Late bloomers are sometimes the most intelligent. Don't force your kids to do things before they are ready at this stage of their life. Gymboree classes and Mommy and Me gymnastics are great for your toddler to help them develop hand eye coordination which helps them with their reading skills when they enter school.

Well, one I would say, not to force your toddler to walk! My baby and a friends baby were born at the same time. My daughter walked at 16 months and my friends walked at 10 months! Crazy, right?! All I would suggest is to stand him up on a sofa or table and encourage him!
Also something else very important! The right shoes for todders, I personally love Stride Rite!

We thought that our son would never walk and right on his 1st birthday he did. Our daughter walked at 10 months so we were starting to get worried when he did not show signs of interest. You just have to wait it out and it will happen. We used a johnny jump up and I think that it helped his legs gain some tone and helped him gain some bravery too.

It's very simple, Dear:) Make a game of it! My son, who's now 10 didn't want to walk either until I made a game of it. I'd pick a place for him to walk to, i.e. across the room to the TV or down the front porch steps, and when he made it I gave him a prize (a cookie or piece of candy). He walked in hours....not weeks or days. You have to make it fun...and rewarding:) I hope this will help you:)

My cousin have the same problem. But then she tries sorting it by placing her child's toys in a certain place that encourages the child to walk. For example on the table, where the child can reach, but at the same time need him to stand and walk a little in order for him to get it. Another thing is, you can check on the toys catalouge, where they provide a 'pull-toy'. This toy actually requires the child to walk and pull the toy in order to make the toy moves.

They all walk at different stages. You have to let them be. Clear the living room and put a toy on the sofa that he/she really likes. Allow them to see it and they will crawl up then stand. soon enough he/she will begin taking steps.

Walking toys help like ride-ons and stuff. My son had a mail carrier that helped him. Every child is different and I know thats its stressful but they will one day just start to do it. Good Luck
