Of course it can. They are calling the shots and they can do anything they want. Check out your agreement. It will probably have some small print that you missed when you signed up.

You'd have to call the company. I've had credit cards where I've been two months behind and I've still used it.

Credit card companies can do anything they please. If you haven't paid it, they will assume that you probably can't afford a higher balance, so yeah, they can deny it.
