If you have Windows Movie Maker, there are some film filters that you can use, such as Watercolor or Swizzle Stick

Try Filter>Posterization and vary the filtration level. I DOUBT you can really do this unless you have a monstrous movie budget where they fake stuff that computers do all the time, but this looks like it's a start. If someone gives the right answer, I'll be the first to admit I'm wrong and we'll both learn something.
