So he got to have his dogs (in someone else's house or shelter) and vist them regularly while having a human relationship with a human being too.

That's a hard question. Depends on how long the relationship has been going. If you haven't been in the relationship long keep the dog and if you are planning on getting engaged or something like that ditch the guy.
The dog will always love you, but the guy may not.

If I had to make that choice and I chose the human over the dog then my relationship with that person would Never be the same again, and probably would end shortly after, fortunately my husband is a dog trainer so hopefully this won't ever happen.

Easy - choose the dog.
Any man who forced you to get rid of something you love so much cannot possibly love you. If he really cared, he wouldn't be so put out by your dog. If you chose the man, you would probably dump him in a few months anyway because you would find that this wasn't the only thing he was selfish about.
