an angel is a form of entity whos natural state is incorporeal (compared to here, anyway) where a human soul is more "designed" to be able to incarnate readily, and endure the transition and wear of incarnating over and over, angels aren't as slick at it, and don't tend to as much.

but theres also less reason for them to as most of their purpose doesn't have much need for them to incarnate.
