We want to use it in a cookie recipe

If its granulated or powdered, and it is has not been opened previously, it should be alright.
You can "taste" to make sure, if it smells rancid, or tastes sour, then do not use it.
Otherwise it should do fine in a recipe that will be well cooked.

A "best before" is not the same as a precise expiration date..
Before the "expiration dates" were made obligatory, many food products (that now have the "best before" and keep in perfect condition for a long time) were used over very long periods of time, and we all turned out fine!
Don't use any tinned foods if they are past date, have swollen, become misshapen or turned rusty at the seams...
These are all signs of them having spoiled, and you would risk Botulism food poisoning.

Actually there is only one foodstuff that NEVER goes bad...and that is HONEY (You could keep it for centuries!)

If the jar is vacuum sealed and the malted milk is a powdered or granulated mix then okay.

Open it carefully and sniff it. If it smells ok, have a tiny little taste. If it doesn't taste soured, it's probably ok to use in a recipe -- provided it gets thoroughly cooked in that recipe.
