If you love him do it there is never to much to ask him if you really do love him and some guys feel like they'll be tied down in a relationship

NO! Let him get you this time. Don't be all over him, it just gives him power to do with you whatever he wants. Take it easy, be indifferent sometimes... let him know you are not drooling over him... and maybe he'll respect you more and would want to go out with you. But let him make the move this time.

You probably should ask him again. If he says no again, you should move on. If you ignore him he is going to ask you out. If you are still interested in him, then say yes.
