Not all cats hate water mostly domesticated cats are the ones who aren't a fan of water, however it varies from cat to cat. Lions, Tigers and other wild cats do love to be in the water in order to cool off.
My cat it one who does like to play with water which I find to be odd. It's usually how they have been "raised." So the more they are around water the more they get used to it.

Not all domestic cats hate water. I breed Maine Coon cats, who love water. They play in their water dish, love to watch the shower run, will get into the tub while it is still wet, etc. I had to get a ceramic dogs dish for the water dish because liked playing with the water so much! My two boys will sit at the dish, and just bat the water with their paws just to see where the water will go. They are insane when it comes to water- and this is typical of the breed.

As for cats in general, I have always thought they hate water because they can't swim well.

Not all cats Hate water. I do pet sitting for a living and have seen some play in the water. I had a cat once where I could bath it and it did not bother it.

But the majority do hate or are afraid of water. Why I have no clue!

Humans generally don't like getting wet in the rain it may be the same for cats.

Seriously, I suspect it is because their fur may not be "waterproof." In other words, horses fur is considered "waterproof." This is why they don't necessarily seek shelter when it rains. Donkeys, on the other hand, are not "waterproof", so they will seek shelter when it rains in locations like under cliffs and trees. Dogs fur seems to be a good bit oilier than cats. This maybe why dogs don't mind being in the water as much as cats. Dogs can shake water out of their coats more easily than cats.

I have several who like to play with water. If I leave the tap open with the water running at a slow rate, they will splash and play. They try to catch it as it circles the drain. When they are done, they are all wet heads and paws, but they are ready to take a nap.

I think a lot depends on their experience with water. If water has come to mean unpleasantness to them, then I guess they will hate it.

Some breeds that have been domesticated have been to begin with Desert animals. That could have whatever to do with it. Some cats love water. I suppose for essentially the most aspect it traditionally "surprises" them to get rainy or sprayed out of the blue. Probably simply "extra cozy" to be dry, in particular with their sort of fur, than it's to be rainy.

It's all what they get used to. I have seen cats that take regular baths that don't mind water at all.
