Two possible reasons are that (a) your oven's not hot enough; and (b) you are using a shiny aluminum pan or, worse yet, one of those air-bake "insulated" pans.
Shiny pans reflect the heat from your food. Insulated pans prevent the heat from getting to your food. Also, high edges (lips) on your cookware prevent the heat from accessing your food directly.
I suggest getting a cheap steel cookie sheet pan, as they conduct heat better. But the best thing you can do immediately is heat your oven to at least 425 deg--450 is better. Maybe your oven is running cool--you can check the temperature with an oven thermometer, or just turn up the heat.

Try adding PAM or cooking oil not just on the pan/cookie sheet but on the cheese sticks: I used to have this same problem. What this does is it acts as a deep fryer would but without the additional trans fats and calories.

Cook them until they're almost done. Then crank the heat so you can that "crispiness" you want. Get it under the broiler if you want.
I'd rather shallow fry them in a pan though, to get that deep fried "flavor" without the deep frying.
