Hopefully your not serious, the U.S. Navy, with all of our ballastic submarines and fast attack submarines that are currently on patrol and noone except them and a hand full of people know where they are. I can recall numerous times we have been riding along for days under another countries ship and they never detected us.

USA, easily. The United States has more tonnage than the next 17 Navies combined.

The U.S. can far outspend just about everybody, and China seems content to stay with her traditional view, largely confining herself to littoral naval forces, so the U.S.N. in conjunction with the R.N. keep, for all intents and purposes, a benign dictatorship. Detractors might take that into account when suspicious of U.S. intents on land.

definately the U.S. Navy and Coast Guard. we have the strongest Navy in the world, undoubtedly. in less than 8 months, i'll be a part of that Navy. cool, huh¿

Ultimately, the U. N. not with the approval of most countries, though, including the United States. 3 to 12 nautical miles from any shore, you'd be under the jurisdiction of that country, on international waters, depending on your citizenship and the place where the ship comes from (ships also have "sovereignty", meaning they are part of their country of origin) decide who will be in charge of prosecuting in case a crime is committed in international waters.

if you mean who has legal authority, than the answer is no one nation rules international waters. that's why they are called international waters, because they don't belong to anyone. of course, the rule of might makes right is what really counts, but then that's true everywhere, land and sea
