If women are wearing clothes that expose their breasts, is it OK for men to stare? If not, why not? And if men aren't supposed to stare, how should a man react to a woman's exposed cleavage?

don't stare use self control . . . this will show you are a decent guy. . . after all you shouldn't stare at people with disabilites. . . think of these girls as having the disability of not knowing what to wear in public. . . you can look cute without being slutty. . . . i'd sugest you look at the types of girls who can dress decently you'll be better off in the end!

It's all a question of whether or not you want to be at the level she asking to you step down to. She's inviting - are you accepting?
I say stare and be what she wants. But only if that's who you are. But she's pretty shallow in most cases.
There is the occasional classy dress that exposes the least bit of cleavage. This I would say, in comparison then, warrants just the least little look.

I dont care what women SAY but I think that if a woman is wearing revealing clothes then deep down she wants to be stared at. That doesnt give a man the right to stare. Take a look, tell your buddies to look then walk away. Both the woman and you get what you want. (she gets oggled and you get a peek)

Oh come on, if you have to ask you know it's not OK. Don't give the sleazy women the reinforcment. If someone is wearing a tasteful outfit and some cleavage shows, impress her by making eye contact. Don't assume all women are the same!

i guess...women who expose their breasts are in need of attention however...if you're a gentleman...then this won't be the attention seeking woman that will interest you...i mean why desire something thats hanging out for all to see....

If she's exposing her self, she's kind of asking for it, so yeah it's Ok to stare, just not to long and not to obvious.

I don't think its right to stare (i'll admit, you can't ignore it) but at the end of the day, the girls only have them selves to blame if they over-expose themselves, so they can't exactly say "eeww perv" if there the ones flashing themselves.
