If women are wearing clothes that expose their breasts, is it OK for men to stare? If not, why not? And if men aren't supposed to stare, how should a man react to a woman's exposed cleavage?

well busty women have a rather nasty habit of leaning over in front of me (don't know why and i dare not complain)
but i say a quick glance should do it, but if you know a girl well enough drop a pencil down in their cleavage for the most random of reactions.
make sure to wear padding or a cup it could turn nasty :)
In all seriousness though it is a natural thing, just don't draw a lot of attention to yourself if you want to stare.

Use the 3 second rule,... don't stare for more than 3 seconds at a time.... it reduces the chances you'll get caught ;)

Don't outright stare, that's rude. Staring at someone for any reason is. It's fine to glance at it, even I do that.

oh I always do. It's just natural for a guy to do that, we can't help it, us men are sexually driven beings. I did it once to a teacher, and she didn't even know!

I figure if the woman is "flaunting it", they must WANT you to LOOK. But......it's not polite to STARE!
