You're both right. There really isn't that much color in the wallpaper. The color is light enough that with two coats of paint, it should be covered. But, it sounds to me like your dad knows what is involved in doing this project correctly and he just isn't willing to do it. The bigger problems are with the holes, tape stickiness and wallpaper. If you just want a painted wall and don't care how it looks, then go ahead and just paint it. That's what you'll get. Painted wallpaper with holes in it and dark spots from the tape. But, if you want a really nice looking wall, you have to prep the wall, and that involves more than just primer. Wallpaper aside, first, you must get rid of the tape stickiness and other sticky oils and dirt on the walls. Failing to do this will result in dark patches on the wall. Use TSP (tri-sodium phosphate). You can get it at any home center. This strips the walls of all dirt, grease and other unwanted substances without leaving a residue. Next, paint won't fill holes. You must spackle them. And sand them. You can't paint unsanded spackle and expect it to look good. Use increasing levels of sandpaper. First, maybe 80 or 100, then maybe 150. Go at least to 200. Anything used above this will just make for a smoother wall. These are the things that you absolutely must do to have a decent looking wall. With respect to the wallpaper, you will not be able to put on enough paint to cover the texture of the wallpaper. If you don't mind the texture of the wallpaper, then leave it up. If you want a clean, fresh wall, you will have to remove the wallpaper. If you choose to do this, do it before the other prep steps above. This involves a lot more work than it sounds like your dad is willing to do, so you may have to do it yourself if this is what you want. Removing wallpaper is messy, so decide what it is you really want. Forget chemicals or scraping. Steam works best for removing wallpaper. You can rent steamers if you don't want to buy one. The wallpaper just almost slides off if it's steamed well. Then clean, spackle and sand your walls. Run your hand over the wall when you think you're finished prepping it. It should be baby smooth. Then add a couple of coats of primer. Then a couple of coats of paint. It's a lot of work, but you'll have a beautiful wall.

Make sure you have used some Spackle to fill any nail holes.. Paint a small test in one area. If you are painting over wall paper one coat should cover it. Primer is nothing but a first coat of paint. The wall paper won't let it absorb so one coat should be enough. Try that test in a corner some where.

When the wall has texture problems, primer won't solve them. It needs to be refinished with compound (aka spackle). This is a very messy operation. You put the compound on with a special knife, smoothing as much as you can. Then you sand it. You might have to do this more than once. The problem is the sanding. The fine powder covers everything. So you try to cover everything in the room with tarps and keep the door closed. If you can spot-spackle it, it may reduce the work.
What your father is planning to do is to repaint an existing painted wall, right? If so, the primer is already on it.

primer is a good idea. It looks like you have Mold growing on the wall (the black streaks) so what i would do is wash it with a 1:2 bleach to water slution. then after it is dry put 2 coats of Killzs to prevent any more mold growing. you will also wand to sand the wall to a smooth thickness first.

primer pretty much covers anything gross and sets the wall up for the paint. So do 2 coats for extra precaution.

Sorry, Dad, but the paper needs to come off & the holes need spackling. If it is vinyl paper, it should come off easily, but if paper-backed wall paper, you can paint over it. Prime it, first.
You could offer to do the spackling & priming for your dad. It's easy & if he shows you how, its work he doesn't have to do. Good luck!

i did no longer like wearing one the two, by using fact i do no longer look solid in it. What I do, is while i'm out of the water I take it off, and flow away the hair tie in. once you're swimming, it would not somewhat count style what you look as though besides even with the undeniable fact that :] yet bear in mind, do no longer take it off plenty which you are going to miss any swimming time, merely take it off once you recognize you have got time to take excitement in the undeniable fact that your head has the skill to respire. --*flow away all of it interior the Water*-- P.S. do no longer difficulty approximately it, you will look expert, alongside with all your teammates :D
