I think German ones are a little bigger, but are all other ones the same size? I want to buy a cover from another country and I want to make sure it will fit!

Passport sizes vary by country, but quite a few of them are the same size as US or converting to the same size.

In a recent investigation an undercover journalist tried to buy a passport for every country in the EU, and managed to get almost all, which was interesting in itself, but to come back to your question she had what was clearly a pretty uniform stack of passports, so at least the EU ones clearly don't vary significantly. But how they relate to US passports I have no idea! Aren't US ones much bigger?

The sizes from various countries are more alike than different. And those differences are very small. However, if fit is your concern, measure and ask before you buy.
