Polish spirit is around 80% alcohol.
It is not possible to get more than 95% alcohol by conventional single fermentation. 100% ethanol requires a second distillation from benzene and will start absorbing water from the atmosphere as soon as the lid is taken off the bottle. So it looks like Everclear at 95% v/v is the strongest alcohol possible with single fermentation.

That depends on the local government. In many places, it is 40% alcohol by volume. That's why so many hard liquors are exactly 40%. Jack Daniels, before standardizing on 40%, produced two brand "labels", one which was higher than 40% but only available in selected markets.
In some states, the maximum is 75% ABV. Everclear, for example, is 150 proof in those markets. However in other states, such as my state (Colorado), there is no legal limit and Everclear is 95% ABV (190 proof).
You can check with your local liquor store owner for the specifics of your state/province/whatnot.
