I think I know what your question is. In order for you to get your driver's permit...no, you don't need insurance. Now, if you're going to be driving mom and dad's cars AFTER you get your permit, make sure to talk to their insurance company/agency to see if you can be listed on their policy as a part-time driver or a full-time driver.
