Let's face reality. There are 'loonies' in Iraq who are hell-bent on killing each other, and if coalition force members try to stop them, they get it too. It seems that Iraq can only be governed by a dictator.
So, if you accept the above, the solution should be the following:
Step one: Secure the Iraqi borders, especially the borders with Iran and Syria. If it means more troops, so be it. if it means re-instating the draft, so be it. Nobody comes in, and nobody goes out.
Step two: Create 'safe zones' for those Iraqis who want peace, they enter these zones unarmed, or no entry. Women and children first. Those who don't accept the offer, have to accept whatever happens to them.
Step three: Let them get on with whatever they had planned. We'll call 'time' when there is no more fighting.
Step four: Get the oil pumping again, reconstruct the country with THEIR money, and come home to a hero's welcome.

My first step would be an immediate and full corporate and military withdrawal to Iraq. That would be in line with what Iraqis want. I would then have a roundtable discussion with Kuwait, Syria, Iran, and Saudi Arabia about how they plan on helping out. After those decisons have been made, I would help out the next President of Iraq by giving him funds. This would let him be the decision maker and let the American influence on the country lessen, thus making the Iraqis happier.
Then I would do a series of things. I would propose a bill before the Senate to shut down Abu ghariab prison and to destroy Saddam Hussein's old mansions. I would also get rid of our embassy and build one that is more in line witht he economics of the region. I would finally dismantle the permanent bases being built in Iraq. I'd tell the Congress to investigate war proiteering by corporations like Halliburton.

The problem with that, is it's just as dangerous, if not more, for the coalition forces to try to prevent people from getting into the 'safe zones', or protect the borders from an insurgence. The other problem i see is that many of the Iraqi people fighting against the coalition forces are normal people, fighting what they feel is an invasion, how would you be able to differentiate. Thirdly, money- how will it be possible to effectively unarm a huge majority of Iraqi men...
The solution is to spend more time improving the Iraqi army itself, what did Sadam have that the others don't? Control. A strong Iraqi army and police force is paramount...

Nice theory, but the borders are simply too big to make it possible to shut them down completely. The same can be said for "safe zones," which would become all-too-obvious targets, as has already happened on a limited scale.
From a purely practical perspective, the only options are to pull out and let things go all to heck, or support those who want a unified Iraq and discourage those who don't. It's the transition point between this latter strategic goal and the operational methods of carrying it out, of course, that all the fuss is about.

jeez perfect bloody answer. unless we do what we did in 1949. create a homeland for the Kurds in the Middle East who dont like their countries very much and just have bloody uprisings, sectarian violence and other stuff. another alternative is pull all troops out (including Iraqi and American) cut off oil supplies, move all women, children and people who don't support the Old Iraq government, destroy Iran and Syria (if it gets to that). or we could just train Western supporters in the Iraq/Syria/Iran to mass invade country.

None of your suggestions will ever gonna work - there is too much money in oil for powers not to fight for it. Our boys and girls need to be called out. I agree with step two and four - although four.....again how is it possible to create them - war is an evil thing full of deception and lies so even those excellent ideas will be used by some powerful force for their own good.
I think there should be a step five: Love, Peace and Truth should be available in liquid form and large quantities and should be administered to every single human soul at birth by nature.
Sounds daft I know but nothing and nobody ever will stop wars or the reason why there is a war. It is in our genes to be destructive in any shape or form - the majority of humanity is greedy and that is what it comes down to - wipe out humanity

The tragic thing is that your plan work have been perfect and worked great in Afghanistan, if we had only stayed there and kept our promises to the Afghan people (who really did want us there and want us to help them).
I am afraid that Iraq is now beyond our control and influence. All that we can do is turn the mess over to an international/regional coalition of countries and get the hell out.

Let the stupid nazis go and die for nothing like yourself, i wouldn't complain. Create a safe zone so no one has any guns, a country like America? The NRA would be happy, wouldn't they? They were getting on with 'it' as you put it before someone decided to invade. Any oil pumped goes to American private companies that Bush, Cheney and Rumsfeld have stakes in like Halliburton. There are flaws in your 'solutions' and it's gone beyond that now.

Yes embarrassing isn't it that now - having completely wrecked the place- the Americans are asking for the help of Iran and Syria to assist their withdrawal.
Unfortunately there's only one guy who is capable of restoring stability to Iraq, that's Saddam. And he's going for a long drop at the end of a short rope, sometime soon. Timed to coincide with American prime time TV, of course. And good riddance to HIM.
But Iraq's not a problem is it? I though the US and their allies had "BRUNG THEM FREEDOM?"

I have sat on the Syrian border, and I am here to tell you that you would have to draft numbers like they did in WWII in order to completely seal the borders and provide security. We cant even seal our own border with Mexico. Iraq is in a world of hurt. I commend your attempt to come up with a solution, but I think it is a lost cause.
