NO Sulfites are a naturally occurring compound in grapes especially in the skin and stems. Which is why red wine contains more sulfites than white, as the wine stays in contact with the mash longer.

Yes it can, and some wine makers do so. An example is the Organic WIne Works in Felton, CA.
