In the central US - I like Texas A&M, Oklahoma State and Kansas State in that order.
There are generally two types of public or state universities in the US. There is the liberal arts (medicine and law) and the Agricultural & Mechanical (Agriculture, Sciences and Engineering).
I suppose what I am suggesting is that if the University has medicine and law colleges, go to the other one (like picking Auburn over Alabama, Texas A&M over University of Texas, or Oklahoma State over the University of Oklahoma) for engineering.

Lamar University, Beaumont TX. Relatively small it was created as Lamar College of Technology fifty years ago by local industry to supply engineers. It's college of Chemical Engineering is rated as one of the best in the country.
