Looks like a chocolate bundt cake with mocha frosting, sprinkled with chocolate chips. Don't have a recipe for the frosting. While I haven't tried this one yet, here's one idea for the cake (if you want to kick it up w kahulua). Instead of *sprinkling with sugar, use chips instead.
Chocolate Kahlua Cake
(Since this is made in a bundt pan, could fill the center/hole with strawberries or raspberries.)
1 box Moist Deluxe Devil's Food Cake (or other brand, as long as it's Devil's Food & says "moist" on the box)
1 small box instant chocolate pudding
4 eggs
3/4 c vegetable oil
1 c sour cream
1/2 c Kahlua
powdered sugar
12-c ring-shaped bundt pan
butter or oil for greasing pan
1/2 c chocolate chips, optional
Preheat oven to 350°. Mix all ingredients well in large bowl. Pour into greased bundt pan & bake until a toothpick inserted in the middle comes out clean, about 45 minutes. Cool in pan & serve on a platter with *powdered sugar lightly sifted over the top.

Chocolate Bundt Cake:
INGREDIENTS
1 1/2 cups butter
6 eggs
1 1/2 cups white sugar
2 cups all-purpose flour
1 (16 ounce) package chocolate fudge frosting
2 cups chopped walnuts
DIRECTIONS
Preheat oven to 350 degrees F (175 degrees C). Grease and flour one 9 or 10 inch bundt pan.
Cream butter or margarine in a large bowl with an electric mixer on high speed. Add eggs one at a time. Gradually beat in sugar and continue creaming until light and fluffy.
By hand, stir in the flour, fudge frosting, and walnuts until well blended. Pour batter into prepared pan.
Bake at 350 degrees F (175 degrees C) for 60 to 65 minutes. Cool in pan for 2 hours then remove and continue to cool if needed.
For the icing:
INGREDIENTS
4 cups confectioners' sugar
1 cup shortening
1/2 cup water
1 teaspoon clear imitation vanilla extract
as many chocolate chip as you like
DIRECTIONS
In a large bowl, combine sugar, shortening, water and vanilla. Beat on low speed to combine, then beat on medium speed for a full five minutes. It won't look like Icing at first, but keep the mixer going for a full five minutes, and then you're done! Spread the icing onto the cake, then toss the chocolate chip all over.
