You're thinking of 80's hair. In the 80's, "big" hair was in. Everyone had perms and used a lot of hairspray and teased their hair to make it biger.

Yep, DEFINATELY 80's.
I love that look when it's toned down.
My friend always laughs with me about it, we call it "big sexy hair".
So fun :)
Anyway to get it you just blowdry your hair and put a little volume serum towards the roots.
Shine serum also looks great with that look, but make sure it doesn't get greasy.

80's... People used to laugh at me because my hair, at one time, truly was as high and as big as it was long... and it was really really long!
I kept Aquanet in business single handily...
