I would like to purchase a used car from an individual. We both live in Texas. He has the title and I have the cash. What do we need to do? That is, do we need to get something notorized? What paperwork do I need to take to the tax office? What do I need to know before I go to the tax office?

You need to have insurance on you and car number 1-- the signed title number 2 and car milage noted on a form or the title------- no notary---------- sometimes a county tax office has some requirements that other counties do not----phone call to the car tag and tax office is free and they can tell you what is necessary for your car transfer and what is required.......

Each state has different processes and requirements, rather than give you a general Idea, I copied and pasted some info from the Texas Dept Of Motor Vehicles. The link is listed below, you can print some of these forms from their web site.

Buying and Selling a Vehicle
Usually, the simplest title transfer is between two parties: one buyer and one seller.

The certificate of title that the seller has includes a space for signing over the title to someone else. The seller will fill out this section and then give the title certificate to the buyer. It's a good idea to also provide a bill of sale.

The seller should also sign a copy of the buyer's title application (Form 130-U). The buyer then has one month (20 working days) to take the title application and the signed-over title to the County Tax Assessor-Collectors office and use them to transfer the title formally into their name.

When purchasing cars from private parties, it is a good idea to have a copy of the title application (Form 130-U) with you. In addition to the form, there is also a detailed instruction sheet and definition of terms that you may download to help you correctly complete the paperwork.

The same title application is used when vehicles are given as a gift or as an even trade.

1st: TITLE. You need to fill in the back of the title together.
*make sure the seller has signed the front of title also.*

2nd: APPLICATION FOR TEXAS CERTIFICATE OF TITLE

3rd: ODOMETER DISCLOSURE STATEMENT.
(I still use this form, but I don't think it's required anymore)
