I have a curling iron that is 3/8" in diameter. Don't like the effect but with practice should do the job for you.

A curling iron with the smallest heating rod will make really small curls.

A really small one...here's a link for a few if you want to but one:

A really small one: http://www.conair.com/12andquot-curling-iron-p-86.html

A little bigger: http://www.conair.com/three-quarters-inch-curling-iron-p-87.html

And here's a really nice one but quite expensive: http://www.nextag.com/505628426p/zz2zB4z23/prices-html

Just remember: The smaller the iron, the smaller the curls. You can probably get simalar ones at Target or Wal-Mart. If you can afford an expensive one, probably the best place to get one would be a salon.
