If Icee can make a Coke Icee why they can not make a Diet Coke Icee?

I would guess that it's all about marketing. Sure they could make an Icee in just about any flavour, but if they don't think it will sell enough, then they won't bother. You can see this with the fountain drinks at small gas stations - I personally like Diet Pepsi or plain iced tea. Unfortunately, the diet drinks and anything not raspberry flavoured are the first to go when space is limited.

You could make a diet coke Icee. It really depends on what syrup you add to the Icee. Why they probably don't do it is because Diet Coke is generally tastless depending on person and wouldn't make a really good sweet for someone. Icee is made as a sweet for a person to buy so in general a sweet would have a lot of suger or taste to it that Diet Coke doesn't have.

I think it's because drinking Coke is like drinking syrup -- too sweet. In Icee form it's got all that ice in it -- it doesn't taste as sweet.
