i just went to mexico and bought some acne cream. well at least that what they said it was. i was wondering what the word antel ment

There is no ANTEL word in spanish. Maybe it is the brand of the cream you bought.

Administración Nacional de Telecomunicaciones - it's an abbreviation. In english it's National Telecommunicatons Company.

Maybe your copy is wrong, I think the correct is "antes" the meaning of "antes" is before.
Some medicin instructions say "usar antes de las comidas" = use this before meals" or something like that.
