It's called Diversion. people looking to make a cheap buck will buy alot of professional products, water them down to create more product then resell them to make their money back and a profit. As a hair stylist have seen this happen so much and there is only one thing to do about it, call the manufacturers directly and inform them of the problem. most companies have phone numbers of the bottles themselves.
Another problem is the actual stores that aren't liscensed to sell the products get them somehow and I for one am outraged at this dilemna.
Professional hair products should only be bought from liscensed stylists in liscensed shops, otherwise you don't know if you are getting full strength products.
These establishments ARE NOT liscensed to sell any professional products and it is illegal to do so.
