Evolution doesn't create anything. Evolution is just a term people have created to identify the ever changing status of biological organism. Life is produced through a process of Natural Selection, a process which is directed by the environment around the organism. There are no "hammer head people" because there was no reason for traits that could lead to such a case to be selected. Hammer head sharks exist because traits favoring such a figure was selected for and in time they became what we see today. People who dont understand evolution think that what we see today is the end product of it. It is just a single frame in a series. Certain traits will continue to be selected for as life continues and evolution will advance. The same applies to your other questions.
