From my experience...
I dated this girls out for 6 months and I was too scared to kiss her... she was very difficult and very shy and she never did anything to make it easy for me to do anything of that kind (Not even an SMS or a phone call... !@#!@@!... a very annoying situation).
So, remember to smile, because a smile goes a long way, and maybe touch like the other responders above, wrote... hugs, kisses (at least on the cheeks... but that is not very helpfull for the guy, take note!!!).
Eventually it will come to a happy ending.
If it doesn't work after a while, you can ask him: "Do you like me?" He will say "Yes, of course!" Then, you'll insist: "Do you REALLY like me?" Make sure he understands the suggestion, so say it with a different voice and in the same time touch the bastard's hand!!! If it does not work, pull his hair or something!!! That will make him understand that you like him a lot.
Do other physical things also, as you feel it is appropriate for a girl.

Maybe he's gay and hasn't admitted it to himself yet. Yes, do go ahead and make the first move. Don't let your heart get too involved until you've had some deep down serious converstions with him, and spent time in group situations with his family and friends. Observe, observe, observe. Or cut bait and run. It's your life and you can live it the way you want to - don't want to hurt his feelings? There is NOTHING more painful to both of you than having the truth finally bubble to the surface 20 years from now.

How old are you and him.? Go out at least a couple of times. Then you can kiss him on the cheek,and see if he kisses you back when you say good night.. He might be shy or not really sure how you feel. Good Luck Pem

mayb hes scared but wait awhile and if he doesnt hug ro kiss u then liek about in a few weeks or somewhere around xmas then u should try to maek teh first move
