well of course you tell her.and when you do offer to pay for it.if you get an allowance then find out how much the belt cost and give her the money or offer to do extra things around the house. ya know a leather belt is not easy to break, what were you doing when it broke? if this were an old belt of your moms it may have been weak and would have broken very easy. but either way it broke when you had it so you have to pay for it.this will show your mom that you are being responsible, and that breaking the belt was an accident.

It's Maybe a silly Idea. By Her a new one. A better one. Then tell what happened that you tried to fix it but there was no way to fix it but you bought her another to make up for the broken one. Don't throw it away in case she know what to do with it. Apologize for breaking it. Also do it when she is in a good mood.
