Technically perhaps, but I've never heard of it. They have other ways of finding out if you refuse to cooperate.
I was a census worker one year. One person didn't want to answer so I asked the neighbors (census workers are allowed to do this) and the person called me up and yelled at me.
In another case some people were living illegally in a "vacant" house with no utilities, and were scared to talk to me, but the, so I looked up the owner of the house using County records, and the owner knew who they were and told me everything.
There are all kinds of ways to find out; if you don't want the government snooping into all your business, it's better to cooperate with the Census. Census workers are sworn to secrecy, and even if they see you breaking the law, they are not allowed to tell the police, because the Census is considered to have priority.

Theoretically yes but I have not ever heard of anyone being arrested for it. I don't think answering the census questions is a big deal but others might.

No but you can be fined up to $500 for not answering. I can't remember if you get fined more for lying, but I think you do. So it is better not to answer at all.
You are also required to answer all the questions - so if a census worker comes to your house (yes they will do that) and says you don't have to answer any questions you don't want to answer that is essentially false.
If you do not answer they will hound you. You will have to play cat and mouse for a while, but they will give up eventually.
Don't berate them or give them grief. They are simply trying to do a tough job. Just say no thank you and press on.
