This is on a '99 GMC Sierra. I bought a used truck and they called me and told me it would be another week because the tailgate fell off? Is this valid?

the tailgate is just held on by 2 pivot points and the cables support it when open.........so yes...it could fall off if the cables break

If the tailgate is closed there is no way itll fall off. If the taigate is down/open and if the cables are broken it can jump out while driving. This is a recall item that GM has put out, I have a 2000 GMC Sierra as well and had those cables replaced for free at the dealership about 4 months ago.

Most tailgates are designed to be removable. If the support cables (or chains) are disconnected that puts a lot of extra stress on the hinges which can lead to early failure, and the hinges don't repair themselves. The tailgate can also be damaged in the fall.

The previous owner of my truck removed the tailgate to get something out of the bed and then asked his wife to park the truck in the garage. Being a natural blonde, she ran over the tailgate. It's got a LOT of Bondo on it...

If the cables broke, the tailgate would slam into the bumper probably putting a crease in the tail gate. I think that the cables have been recalled on that year and model. I have a 2002 and I know for a fact they were recalled on mine. So they are probably repairing the tailgate and getting you replacement cables.

Not if the lower hinge is still attached and when you close it the locks engage. If you leave the tailgate hanging when you drive it it is possible to have it bounce off ,but why would they do that as it would damage the finish on the tailgate.

It won't fall off, but it will drop down to the bumper and get damaged. You need to have the tailgate open at a 45 degree angle to take it off, so no it won't even fall off if open and driving.
